Gordon was required to take a driving lessons course, which is different than driving lessons in that it teaches a person how to be successful in a driving lessons course in order that they may pass any required tests that would then lead to a driving license. The reason that he had to take is driving lessons course was because he had failed to pass the driving lessons themselves. So he had to sort of work backwards, if you will. The whole scheme was devised by insurance groups in an effort to promote safer driving and enhanced driving skills to those who have shown that driving doesn't come naturally. One insurance group in particular was responsible to pushing the proposition into the law books, as they were a major financial contributor to the advertisements for the proposition. They hoped to make their money back, in the long run, by reducing the number of avoidable accidents due to inadequate driving skills. Their secondary goal was to promote more defensive driving, which can also sometimes have a positive outcome in the number of traffic accidents each year.

When Gordon began the driving lessons course, he was quite discouraged by his prospects of ever driving. He felt himself a failure, at least in this respect, and this was going to be his last effort before he resigned himself to public transportation. He had promised himself that if he failed again, he would never give driving another thought, and would give up his dreams of becoming a race car driver. The lessons were quite an eye opener for him, to say the least. Firstly, he learned that one doesn't and shouldn't practice to become a race car driver when they are trying to pass their driving test. He had been driving as fast as possible, as he thought that getting through the course in a short time would be impressive to the evaluators. This, he learned was wrong. He had emigrated from a country where there were no speed limits, so he was unaware that he had to keep the speed of the car under a certain number. If this had been the only thing that he learned from the course, it would have been enough. This, come to find out, was his biggest obstacle to passing a driving test. He learned some other very valuable things, but the point is that he passed the course, passed the test, and is now a top notch race car driver.
